This seminar addresses the role of norms and normativity in International Relations (IR). Leading questions are: How do norms (like international human rights norms) emerge in global and local scales? What is the future (normative) role of non-state actors like international organizations, NGOs or private multinational corporations? What does this multiplicity of actors mean for the modern nation-state? How do international (legal) norms touch ground in local settings?

Discussion will start from recent theories and/or debates in the academic field of IR. Topics are the contemporary challenges for state sovereignty, democracy, and human rights, as well as the normative developments beyond the international world of states (transnational legal advocacy, IS, private regaulation of financial markets, internet governance, etc.). In light of these challenges, the course also aims to go beyond IR theories and read and discuss recent work in academic fields like Law & Society Studies, Legal Anthropology, Geography, or History that increasingly touches upon the same normative issues.

Lernziel:
The class takes a political science perspective that acknowledges interdisciplinary work on norms to tackle the complex interplay between law, politics and everyday life in different contexts of world politics. We will discuss how norms work in different contexts, taking into account the role of interests, international organisations, treaties, normative structures and social practices. To understand how norms work and to comprehend their constitutive impact on world politics, the unit draws on approaches to international relations theories (IR) and other academic fields concerned with similar questions (e.g. Law & Society Studies; Critical Geography; etc.). These approaches are applied to the analysis of selected norms such as democracy, human rights, non-intervention or private forms of regulation. Successful participation will provide students with a grasp of key issues in global governance theories including the historical context, approaches and cases.

Vorgehen:
Students will be working in small groups, in direct discussion with the professor, or in interactive in-class discussions which include lectures, student presentations, group work, critical discussion and round-table debates. The teaching and learning tools include work with PPTs, audio-video material, the web and library research.

Each student is expected to have read the readings marked as ‘required’, command of these readings is necessary for obtaining a ‘pass’ grade; command of the readings listed as ‘additional readings’ will enable students to obtain higher marks; should students be unable to locate readings on the web or in the library, they should contact the Chair’s office (Room 242 / christiane.krueger@wiso.uni-hamburg.de) a week prior to the seminar, so that appropriate alternatives can be arranged.
Attendance in all seminar sessions is compulsory for obtaining a pass grade (or ‘Schein’); more than two missed sessions will lead to failing the class.
