Kommentare/ Inhalte:
This class addresses public diplomacy in a new key in so far as new media technology including, especially social media, has changed diplomatic practices profoundly. The erstwhile diplomatic tradition to communicate protected by the guilded doors of more or less in-transparent diplomatic circles has undergone radical change through the use of new media. Wikileaks and the Assange-Affair, as well as the disclosure of work of the National Security Agency (NSA) of the United States through Edward Snowden which brought the latter to seek asylum in Russia, raise new questions about public diplomacy. The class will address these changes from a theoretical and analytical perspective in order to grasp the wider indications of this change for theory and politics. Students will work with a range of international relations theories including the original IR theories on diplomacy advanced by Morgenthau and Carr and Ruggie, as well as more recent theoretical approaches that focus more specifically on the 'practice' of diplomacy. These include authors such as Fierke, Kornprobst, Neumann, Adler, Pouliot and Adler-Nissen. All students will learn to apply theoretical assumptions to understand empirical issues of diplomacy in the 21st century.
Lernziel:
Students will familiarise themselves with international relations theories on public diplomacy, including the traditional approaches and more recent contributions to the theoretical debate. The class aims to enable students to apply theoretical assumptions in order to address current issues in public dipomacy. The class will provide students with the tools and materials that provide the substantial knowledge to proceed towards the thesis writing stage.
Vorgehen:
The class works with the approach of problem-based learning (PBL). That is students are likely to work in groups, conduct original and creative work both inside the classroom and in other learning spaces of their own choice. The first task of any PBL learning is to generate a research question through discussion in groups and in the broader context of the classroom, as well as in close conversation with the instructor. The second task is to establish a research log containing the most relevant literature, and the third task is to elaborate on a problem-based case study which will then be presented and discussed in-depth in class. Each group works with basis readings (as indicated by the instructor) as well as with additional reading materials that are collected by each project group. The groups' respective projects will - in the best case scenario - offer the path towards writing the respective MA dissertations.
