Kommentare/ Inhalte:
International norms – understood as more or less codified behavioral proscriptions and prescriptions – constitute a framework for action for states and other actors in the international system. Some of these norms (like the prohibition of the use of force) regulate the relationships between states, while others (like human rights obligations) regulate the relationships between states and individuals. Based on classic and recent research, the students will be introduced both to theoretical approaches to international norms and their empirical study.

We will address following main questions: What are international norms? How and why do they emerge and diffuse from the global to the local (and back)? Why would states comply with international norms? We will employ these theoretical approaches on norm emergence, compliance and enforcement to analyze empirical examples from different policy fields such as security and arms control, human rights and environment.

Lernziel:
The class aims at introducing the students to the concept of international norms and illustrating its theoretical and empirical relevance. The students will be familiarized with the state of the art and enabled to identify research gaps as well as to develop their own research ideas.

The target group of the course are students of the master’s programmes who have already obtained some knowledge in International Relations theory and are interested in international politics.

Vorgehen:
The class will be held in English, so the ability to read, discuss and write in English is a prerequisite.

The class is organized as a "Blockseminar" in four sessions on Fridays: a half-day introductory session (May 5) and three full-day sessions (Fridays, May 19, June 23, July 7). See below for exact times. Participation at all sessions is mandatory.

Our sessions will be based on an interactive method of teaching, which means a mix of inputs given by me, plenary discussions, as well as longer working groups slots and presentations. A thorough preparation of the readings in the time between the sessions is absolutely required to make sure that every student is able to take an active part in the discussions and to contribute to the working groups. The list of compulsory readings and course instructions will be distributed in the first session.
