Kommentare/ Inhalte:
Comparative politics deals with the policy structures of and actors within (nation) states, i.e. with the role parliaments, governments, bureaucracies, subnational units, courts, constitutions, voters and parties, interest groups, citizens associations etc. are playing. In this course we specifically focus on democracies. Within democracies we will especially look at the role of three core institutions of democratic decision making, i.e. parliament, government, the (national) bureaucracy as well as their interplay.
There are three goals to guide this class:
1) introduce you as students to theories and concepts of comparative politics,
2) introduce you to concrete descriptions, comparisons and analyses of contemporary democratic systems and
3) introduce you to sources of data that cater to the needs of the thorough comparative analysis of political systems.
Lernziel:
After the course I would like you to have a grasp of the basic workings of the core governmental institutions in democracies that we are looking at (i.e. parliaments, governments and bureaucracies). In addition you should be able to choose an appropriate theory or concept, if your are interested in dealing with a research question from this field. Ideally, you will develop a deeper interest into any of the institutions discussed or the political systems of one of the countries or a group of countries we will look at. You should definitely have a basic idea about where to turn to for data to be able to do good comparative political science research.
Vorgehen:
For the most part we will read texts and have discussions about those texts. I will try to mix in short (!) presentations by you students which could be focussed differently. Some options are presentations on: a) a research focus or theory, b) a specific topic, focussing on the empirical situation in a country or group of countries, c) methodological problems that are relevant for a specific research question or perspective. Presentations should last no longer than 10 minutes and be oriented towards spurring discussion or introducing a specific perspective on a matter that not all we be able to read about, but that is good to know nevertheless. I am very much open to proposals for presentations, but will of course come up with some ideas for topics myself.

A) Presentation ("Studienleistung"): pass/fail, no grade, applies to all students in this class.
B) Term paper ("Prüfungsleistung"/exam), grading according to RPO, applies only to students who want a grade for this class.
The term paper will have a minimum of 15 pages (and no more than 25). It will be due March 31st, to be delivered in paper to the Studienbüro and electronically via e-mail to the professor.
We can discuss alternatives to a term paper in the first session. Should we develop alternatives, everybody will be able to pick from any of the alternative options offered.
