Kommentare/ Inhalte: With the current coronavirus crisis, governments are implementing different policies ranging from protecting their citizens from the virus, such as shutting down non-essential businesses, restricting gatherings and mandating the wearing of masks. Although these measures are aimed to maximise security, they often come at the expense of civil liberties. As demonstrations against these policies show, not everybody responds favorably to them. In addition to this, the coronavirus crisis is not the only external threat leading governments to choose between different policies that find support among different groups of the society. During this course, we will examine different types of external threats (e.g. terror threat, public health threat, financial threat) and deal with the questions such as how is decision making in crisis times? What type of policies do governments implement? Who favors or opposes the policies towards these threats? Which policies do public prefer more than the other policies? Do these preferences stay fixed or change after crises?
Vorgehen: This is a discussion-based seminar. The seminar follows the principles of research-based learning. Preparation of all assigned readings with the upload of comments per session, short essays, presentation and active participation in class discussions are expected from the students. More information on that will be given in the first session.
